dc.description.abstractThis brief argues that even a successful reconciliation between Hamas and Fatah will fall short of providing the leadership the Palestinians need. Their domestic legitimacy are simply too frayed. Instead it argues that the hope for a united, legitimate Palestinian leadership rests on the creation of a new, non-factional and mass-based movement, independent of external patrons and free from international interference.
